I think removal of local, will reduce PvP encounters, Less Roaming, less Fights, Less PvP in General. Whether or not it allows people a tactical overview of numbers is irrelevent, its how we've learnt to play. Dropping it would be Tragic for PvP....

I heard it was random. the first to aggro gets hit first then any subsequent targets are randomized, Hence why drones sometimes also get popped.
